Propaganda works like this, it creates information space where there are only binaries, like true or false, good or evil, lie or not lie. There is no inbetween, everything must fall into category of either true or false. Propaganda is characterized by lack of middle ground, or in other words, by inability to evaluate information as unrelated to the binary category. So, in propaganda everything, without exception, must be either true or false, evil or not evil
For example, in Russia wat government says is never propaganda. For the government, propaganda is everything that damages the government, so, there is such thing as western propaganda but there is no such thing as russian propaganda, according to the government. Why? Because the system of propaganda in russia is such that it speaks truth, and exposes untruth.
